คริสตจักรไทย กับประชาคมเศรษฐกิจอาเซียน

 “และ​พระ​วิญ​ญาณ​ของ​พระ​ยาห์​เวห์​จะ​ทรง​อยู่​บน​ท่าน คือ​พระ​วิญ​ญาณ​แห่ง​ปัญ​ญา​และ​ความ​เข้า​ใจ พระ​วิญ​ญาณ​แห่ง​คำ​ปรึกษา​และ​อานุ​ภาพ พระ​วิญ​ญาณ​แห่ง​ความ​รู้​และ​ความ​ยำ​เกรง​พระ​ยาห์​เวห์”  อสย. 11:2

เราได้ยินได้ฟังเรื่องการเป็นประชาคมเศรษฐกิจอาเซียน (ASEAN Economic Community) กันบ่อยขึ้นในเวลานี้ เพราะตามกำหนดปี 2015(พ.ศ. 2558) หรืออีกเพียง 3 ปีข้างหน้า สมาชิกอาเซียน 10ประเทศคือ ไทย มาเลเซีย สิงค์โปร์ อินโดนีเซีย ฟิลิปปินส์  บรูไน เวียตนาม พม่า ลาว และ กัมพูชา ก็จะรวมกันเป็นประชาคมเศรษฐกิจอาเซียน ซึ่ง มีความหมายว่า ทั้ง 10 ประเทศ จะรวมกันเป็น ตลาดเดียวและฐานการผลิตเดียว (Single Market and Production Base) ซึ่งจะเกิดผลทำให้มี การเคลื่อนย้ายของสินค้า บริการ การลงทุน และ แรงงานอย่างเสรี (Free Flow of Trade, Services, Investment and Labor) โดยมีจุดมุ่งหมายสำคัญคือ

1. เพื่อเป็นตลาดและฐานการผลิตร่วม (Single Market and Production Base)

2. เพื่อเพิ่มขีดความสามารถในการแข่งขันทางเศรษฐกิจของภูมิภาค (High Competitive Economic Region)

3. เพื่อสร้างความเท่าเทียมในการพัฒนาเศรษฐกิจของภูมิภาค (Equitable Economic Development)

4. เพื่อบูรณาการเศรษฐกิจของภูมิภาคให้เข้ากับเศรษฐกิจโลก (Fully Integrated into Global Economy)

และคาดการว่า การเป็นประชาคมเศรษฐกิจอาเซียน จะทำให้เกิดผลดังนี้

Cต้นทุนทางการเงินซึ่งเป็นปัจจัยหนึ่งในการผลิตจะลดลง เพราะมีการเคลื่อนย้ายเงินได้อย่างเสรี

Cประสิทธิภาพของการผลิตจะดีขึ้น เพราะมีการเคลื่อนย้ายแรงงานฝีมืออย่างเสรี

Cการลงทุนจะมีมากขึ้น เพราะเปิดโอกาสให้นักลงทุนเข้ามาลงทุนในแต่ละประเทศอย่างเสรี

Cการค้าจะดีขึ้น เพราะสามารถค้าขายในตลาดที่ใหญ่ขึ้นได้อย่างเสรี

Cการลงทุนโดยตรงจากต่างประเทศจะมากขึ้น เพราะฐานการผลิต และ ตลาดที่ใหญ่ขึ้นทำให้เกิดการขยายตัวทางเศรษฐกิจในภูมิภาค GDP ของประเทศจะเติบโต 8-10% ต่อปี

Cขีดความสามารถในการแข่งขันจะดีขึ้น เพราะมีการเคลื่อนย้ายอย่างเสรีของปัจจัยการผลิต

Cอำนาจการต่อรองจะมากขึ้น เพราะตลาดใหญ่ขึ้น ฐานการผลิตใหญ่ขึ้น

คำถามที่เราจะต้องคิดและเตรียมการในวันนี้ คือ การเป็นประชาคมเศรษฐกิจอาเซียนจะเกิดผลกระทบอย่างไรบ้างต่อการทำพันธกิจของคริสตจักรไทย?

• คริสตจักรจะช่วยสมาชิกให้มีความสามารถในการแข่งขันอย่างไร?
• การเคลื่อนย้ายแรงงานอย่างเสรีจะทำให้คนหนุ่มสาวที่มีความสามารถของคริสตจักรอพยพไปทำงานในเมืองใหญ่หรือในประเทศเพื่อนบ้านมากขึ้นหรือไม่? และจะมีผลกระทบต่อการเติบโตของคริสตจักรหรือไม่?
• ความเป็นอยู่ของสมาชิกคริสตจักรจะดีขึ้นหรือเลวลงเมื่อเป็นประชาคมอาเซียน?
• ความเท่าเทียมในการพัฒนาเศรษฐกิจจะเป็นจริงหรือไม่? สมาชิกคริสตจักรจะได้รับความเท่าเทียมในการพัฒนาเศรษฐกิจจริงหรือไม่? ช่องว่างระหว่างผู้ได้เปรียบและผู้เสียเปรียบทางเศรษฐกิจจะเป็นอย่างไร?
• การไหลของคนอย่างเสรีจะมีผลทำให้ประเทศไทยเป็นสังคมนานาชาติมากขึ้น ภาษา วัฒนธรรม วิถีชีวิตที่เปลี่ยนไปของคนในชุมชน จะมีผลต่อการประกาศพระกิตติคุณของคริสตจักรอย่างไร?

เราสามารถตั้งคำถามต่อไปได้อีกมากมาย เพราะการเป็นประชาคมเศรษฐกิจอาเซียนมีผลกระทบต่อประเทศไทยทั้งทางตรงและทางอ้อม ในด้านเศรษฐกิจ การเมืองและสังคมอย่างแน่นอน

เราจะทำอย่างไรให้เกิดผลกระทบต่อสังคมไทยให้น้อยที่สุด

สิ่งที่สำคัญคือ คริสตจักรไทยได้เตรียมการรับมือกับสิ่งที่กำลังจะเกิดขึ้นอย่างไร?

ถ้าไม่คิดเตรียมการในวันนี้ แล้วจะไปคิดทำอะไรได้ในเวลาที่เหตุการณ์ได้เกิดขึ้นแล้ว

อย่าเป็นเหมือนคำกล่าวของคนเมืองเชียงใหม่ที่ว่า

“กว่าจะฮู้คิง น้ำปิงปอแห้ง” นะครับ (กว่าจะรู้ตัว น้ำในแม่น้ำปิงก็แห้งไปเสียแล้ว)

Thai Churches and the ASEAN Economic Community

“The LORD’s spirit will rest on him¹ –
a spirit that gives extraordinary wisdom,²      
a spirit that provides the ability to execute plans,³      
a spirit that produces absolute loyalty to the LORD.⁴ “ Isaah 11:2

As D-day of the ASEAN Economic Community (AEC) in 2015 is coming near, just only 3 years from now, we have heard more and more conversations regarding this issue. The collective agreement of the AEC is to make 10 member countries namely; Thailand, Malaysia, Singapore, Brunei, Vietnam, Myanmar, Laos and Cambodia become a single market and production base, which will in turn increase the free flow of trade, services, investment and labor activities in the region.

The ultimate aims of the AEC are:

• To make ASEAN become a single market and production base.

• To make the region become a high competitive economic region.

• To create equitable, economic development in the region.

• To make the region become fully integrated into the global economy.

It is expected that the AEC would create:

• The financial cost of production will decrease, due to the free flow of money.
• The proficiency of production will increase, due to the free flow of skilled workers.
• Investments will increase, as the region has increased open opportunities for investors to invest freely in each member country.
• Trading activities will increase due to free trade in a larger market.
• Financial direct investment from other countries will increase, due to a larger production base and increasing market size, which is expected to expand economic growth within the region. This will generate growth of GDP in each country, by roughly 8-10 % yearly.
• Competitive abilities in the region will improve, as there will be more free flow of production resources.
• The power of negotiation will strengthen, due to the enormous market size and the larger production base.

Challenging questions that we have to think about and prepare ourselves for today are: "What will be the critical impacts for Thai churches, in doing ministries in Thailand, after we become a part of the AEC?" 

• How will churches assist their members to increase competitive abilities?
• Will the free flow of workers encourage young capable people to migrate and work in big cities or in neighboring countries? And, in this case, what are the impacts to growth of the churches? 
• Will the living conditions of church members change? Will it be better or worse after we become a part of the AEC?
• Will it be true to have equitable economic development? Will it be true that our church members receive an equal share of economic development? How about the economic gap between advantaged and disadvantaged economic groups?
• The free flow of human resources will turn Thai society to become more internationalized. Languages, culture and the life style of people in the community will be unavoidably changed. What do you foresee will change? What will the impact be on your church and evangelical work?

Actually, we can continue asking more and more questions because the AEC will have both direct and indirect impacts on the economy, politics and society of Thailand. What can we do to minimize the impact?

The most important thing is how Thai churches prepare themselves to cope with what is going to happen.

Without preparation, what are you going to do when things happen?

Don’t act like the saying of old Chiang Mai people
 “Before we realize, water in the Ping River has already dried.” This saying actually means, do not wait until it's too late.

be with us in our thinking and our preparation to welcome the coming of the AEC.  Amen
